Ipswich’s Looming Megaproject — Inland Rail & The Ebenezer Inland Port

Update: 6 May 2026 – Federal Infrastructure Minister Catherine King announced Inland Rail funding north of Parkes would not continue after costs topped $45b. The Government redirected $1.75b to existing freight rail upgrades. For Ebenezer/Willowbank, that means no committed build funding, no construction date, and no confirmed terminal delivery path. This page explains what was originally planned for the Ipswich section of Inland Rail.

Picture a massive industrial park south of Willowbank Raceway. SEQ’s inland port. Double-stacked trains, 1.8km long, rolling in from Melbourne in under 24 hours. Cargo shifts to trucks, then out to shops across the region. That was the Inland Rail vision. The Ipswich part is now much less certain.

  • What was proposed: Around 100 km of brand new dual-gauge rail. Helidon to Calvert (47 km) and Calvert to Kagaru (53 km). That includes 2 new tunnels and roughly 60 new bridges. It was all designed to feed a planned Willowbank container terminal.
  • What locals would notice: Containers would be unloaded at Willowbank/Ebenezer, then trucks would fan out to warehouses and shops. The pinch point? The Cunningham Highway.

You know Willowbank Raceway?

Just south of it is the planned Willowbank Industrial Park, sitting inside the bigger Ebenezer Regional Industrial Area.

Economic Development Queensland (EDQ) owns 548 ha out here, earmarked for a future container terminal.

Picture this as a massive new industrial park:

If the terminal goes ahead, Inland Rail freight would shift from train to truck, then head out across SEQ via the Cunningham Highway.

It’s called an “inland port” because the containers swap between rail and road away from the actual seaport.

Today we’re looking at the rail build, the “port” plan, and the local impacts: traffic, noise, flooding and jobs.

What is Inland Rail?

What it is

Originally, a planned 1,600 km freight rail link from Melbourne to Brisbane, built as 12 linked projects (a mix of new track and upgrades).

It’s for domestic container freight — everyday goods, not coal.

What it’s designed to change

The original target: under 24 hours for Melbourne–Brisbane rail freight, down from about 33 hours on the current coastal route.

Trains are 1.8 km long, double-stacked — roughly 110 B-double truckloads of freight per train. Containers ride the rail, then shift to trucks for final delivery.

SEQ point of entry

Under the Queensland design, double-stack trains would pull into a proposed terminal at Ebenezer/Willowbank (the “inland port” idea), then single-stack from Ebenezer to Kagaru, plugging into the existing coastal network.

Where is Inland Rail right now:

  • Already running: Parkes to Narromine (since Sept 2020).
  • In construction: Beveridge to Albury and Albury to Illabo, with the Federal Government now focused on completing Beveridge to Parkes by 2027.
  • Still to be decided: Northern NSW and Queensland sections, including the Ipswich stretch, are no longer on a locked build path. Dates, funding and scope can still shift.

The proposed Ipswich stretch is around 100 km of new dual-gauge track from Helidon through to Kagaru, plus major structures and road changes.

The planned Willowbank/Ebenezer terminal would sit roughly halfway along — that’s where double-stack trains would stop and unload.

From there, the line would continue as single-stack to Kagaru to join the existing coastal rail network.

  • What it is: 47 km of new dual-gauge freight rail built for 1.8 km double-stack trains
  • Where it runs: Through the Lockyer Valley and into Ipswich at Grandchester
  • Big build: A roughly 850 m tunnel through the Little Liverpool Range roughly Laidley-Grandchester
  • Structures: 30 bridges in scope, plus crossing loops at Helidon, Gatton, Laidley and Calvert

Calvert to Kagaru (53 km)

  • What it is: 53 km of new dual-gauge rail that leaves the West Moreton line near Calvert and joins the interstate rail line at Kagaru
  • Where it sits: Follows the protected Southern Freight Rail Corridor toward the Scenic Rim edge
  • Big build: A 1.1 km tunnel through the Teviot Range (just south of Washpool)
  • Structures: Roughly 30 new bridges and up to four crossing loops, plus multiple road and utility crossings
  • Local landmark: The Cunningham Highway crossing (just south of Ipswich Motorsport Precinct) is planned as a rail-over-road bridge in the current design material

The Billion-Dollar Freight Hub Planned for Willowbank

When people say “inland port”, don’t picture ships. Picture a massive container terminal in old paddock, linked to rail, where containers come off trains and go onto trucks. That’s the proposal, not something under construction.

Here’s Moorebank in Sydney — Australia’s biggest intermodal terminal right now. It gives you a sense of what was being planned for Willowbank/Ebenezer:

What has to be built at Willowbank/Ebenezer?

If it goes ahead, it won’t be just a rail line and a sign. It’s a whole freight machine.

  • Rail terminal: Long sidings for 1.8 km trains, plus signalling and safety systems
  • Hardstand + container yard: Big sealed areas to stack containers and keep things moving in peak periods
  • Lifting gear: Cranes or reach stackers to move containers between train, yard, and truck
  • Truck gates: Entry/exit lanes, security, booking systems, weighbridges, marshalling space
  • Warehousing: Distribution centres nearby so freight can be unpacked and sent out fast
  • Services: Power, lighting, drainage, flood management, water, comms, fire systems
  • Road works: New and upgraded access roads, plus intersection capacity for heavy vehicles

How containers actually move

  • Step 1: A container train arrives and parks on the terminal sidings
  • Step 2: Containers come off and get stacked in the yard, or loaded straight onto waiting trucks
  • Step 3: Trucks exit through the gate and head to warehouses and distribution centres
  • Step 4: Empty containers and outbound freight come back in, then go out by rail

  • Size: 243 ha site, about 32 km from Sydney CBD
  • Status: IMEX terminal opened 2019, Interstate terminal opened 2024
  • Warehousing: Over 850,000 sqm planned for the precinct
  • Capacity: Import/export side listed at up to 1.05 million TEU/year. Interstate terminal adds 500,000 TEU. 1.55 million TEU/year.
  • Traffic: At full scale, operators say it takes 3,000+ heavy truck movements a day off Sydney roads
  • Investment: Federal Government committed $570 million. Over 6,800 jobs once fully operational

  • Funding: Fully funded at $1.62 billion, plus $900 million for the Camerons Lane interchange
  • Timeline: Construction started late 2025, Stage 1 targeting mid-2028 operations
  • Role: This is the southern bookend of Inland Rail — double-stack trains between Beveridge and Ebenezer were the original idea

  • Status: Business case stage, backed by $10m Federal contribution. No construction commitment
  • Role: Proposed northern bookend of the original Inland Rail plan — the other end of the line from Beveridge

Why the Cunningham Highway matters

The proposed terminal can’t work without trucks. And trucks would need a fast way out.

The Cunningham Highway is the obvious heavy freight spine right beside the site. It’s where the pressure lands — and it’s already under strain.

The Cunningham Highway Question

This is the part locals care about most. If the terminal proceeds, it doesn’t work without the Cunningham — and the Cunningham already doesn’t work.

  • Already costing us: The Yamanto to Ebenezer Creek section of the Cunningham Highway already costs the local economy an estimated $45 million a year in lost productivity from congestion. Before any terminal is built.
  • Below standard: Infrastructure Australia has flagged the corridor as not meeting current design standards, with crash rates well above average.
  • More trucks: Council’s impact study found the terminal would increase heavy vehicle movements on the Cunningham. With around 80% of freight traffic expected to use the route between the terminal and the Ipswich Motorway at Dinmore.
  • Less on the Warrego: The same study found the terminal would pull traffic off the Warrego Highway. Freight would shift to the Cunningham corridor instead.
  • $100m to get started: A Building Queensland business case put the figure at roughly $100 million just for estate works and external infrastructure. Direct site access (new intersections or slip lanes) from the Cunningham, internal roads, water, sewerage and utilities.
  • $200m for Amberley: Ahead of the May 2025 federal election, both major parties committed $200 million to upgrade the Amberley Interchange. After more than 20 years of community advocacy.

  • Four lanes needed: Council has called for the Yamanto to Ebenezer Creek section to go to 4 lanes. Plus upgrades to the Amberley Interchange which also services RAAF Base Amberley.

  • Western Bypass planned: The Western Ipswich Bypass between the Warrego Highway at Haigslea and the Cunningham Highway at Willowbank is on the books as a long-term fix.

  • Why not Acacia Ridge? Treasurer Jim Chalmers told ABC Brisbane that Ebenezer makes more sense because it has access to arterial roads without dumping freight into the middle of suburban south-west Brisbane.

The “Missing Link” Proposal: PortConnex

Under the Queensland design, Inland Rail only showed single-stack running between a proposed terminal at Ebenezer and Kagaru. That made Ebenezer the practical end point for double-stack services into SEQ.

Without a dedicated rail link to the Port of Brisbane, those containers would have to move by truck.

There is a private-sector proposal to fix this called PortConnex.

What is PortConnex

  • The Big Idea: A dedicated freight rail connection from Ebenezer to the Port of Brisbane, pitched as a “port shuttle”.
  • The Route (concept): A tunnel route under suburbs including Swanbank, Gailes, Willawong and Cannon Hill, linking into the existing standard-gauge approach to the port.
  • How it gets built: Concept maps show multiple major tunnel work sites and portals (Ebenezer, Swanbank, Gailes, Willawong, Pine Mountain Quarry, plus a port-side “Tunnel Portal”), meaning several tunnel boring machine drives and multiple construction sites.
  • Cost and timeline (proponent claim): NTR has floated a ballpark cost of about $6 billion and a “by 2030” target.
  • The Tech (proponent claim): Autonomous battery-powered freight shuttles moving containers between the inland terminal and the port.
  • The Status: Not a funded government project. In Senate Estimates, ARTC said it hasn’t assessed the proposal or done any feasibility work because it’s outside their approved scope.
  • Funding: State and Federal governments are spending $20 million on “Port of Brisbane Further Planning” to look at options between a future Ebenezer terminal and the port, and decide whether to move to a detailed business case.

Frequently Asked Questions

How much does all this cost?

The numbers are spread across different projects, different budgets and different levels of government. Before the May 2026 funding decision, these were the headline figures:

  • $1.2b listed for the Calvert to Kagaru rail section alone
  • $1b+ estimated for the Willowbank/Ebenezer terminal, rail infrastructure, road access and enabling works
  • $100m just to get the estate started — roads, water, sewerage, site access from the Cunningham
  • $200m committed for the Amberley Interchange upgrade
  • $6b ballpark for the PortConnex tunnel (proponent figure, not government-backed)
  • $10m Federal contribution for the terminal business case
  • $20m for Port of Brisbane further planning

And that’s before the Helidon to Calvert section, which doesn’t have a public cost figure yet. After the Federal Government halted funding north of Parkes, the Queensland numbers should be treated as planning figures, not a locked budget.

When does construction actually start?

Short answer: no one knows yet. After the May 2026 decision, there is no locked construction start for the Ipswich sections.

  • Two EIS processes: Both Helidon–Calvert and Calvert–Kagaru need full Environmental Impact Statements through the Queensland Coordinator-General before construction can start
  • More info requested: After public submissions, the Coordinator-General asked ARTC for more detail on flooding, noise, traffic, groundwater, air quality and social impacts
  • Federal approval too: Both sections also need separate EPBC Act approval from Canberra. Both listed as “under assessment”
  • Lapse date: The coordinated project status for both sections has been pushed out to 1 Nov 2029. Alive but nowhere near done
  • Funding: The Federal Government is now focused on Beveridge to Parkes. Queensland delivery depends on future decisions, revised scope and funding.

Will it flood my property or keep me up at night?

Both are real concerns. The corridor cuts through flood country and freight trains don’t run 9 to 5.

  • Flood country: The corridor runs through the Bremer River floodplain. The concern is whether the build changes flood heights on nearby properties, roads and creeks
  • Flood models reviewed: An independent panel said they’re “fit for purpose” but flagged items ARTC needs to tighten. Including culvert designs and storm duration checks at Bremer crossings
  • Freight noise: Brakes, wheel squeal, rumble, horns — often at night. Add a terminal and you get shunting, loading gear, idling trucks and reversing beepers
  • In the paperwork: Both EIS packages include noise and vibration chapters, and the Coordinator-General asked for more noise work after submissions

What jobs are we actually talking about?

The headline number is 3,500:

  • 3,500 FTE by 2041: From Ipswich Council’s advocacy case, tied to the wider industrial build-out — not just the terminal
  • 1,000–1,500 during construction: Based on modelling across three terminal size scenarios (350k, 500k, or 750k TEU per year)
  • Not just rail jobs: Most ongoing work is warehousing, logistics, transport, maintenance, fleet, admin, security
  • If jobs is the selling point, where’s the training plan? There’s nothing public that says who trains locals for this and when. Residents should be asking about training pathways — not just totals.

Is this actually going to happen?

The short answer: the southern part is still happening. The Ipswich part is now highly uncertain.

  • The southern section is real: Parkes to Narromine is running. Beveridge to Parkes is the Federal Government’s current priority, with completion targeted for 2027.
  • The Queensland sections aren’t there yet: Funding north of Parkes has been halted. The EIS processes are still active, but approvals are not the same thing as construction.
  • The terminal is a business case: $10m in Federal funding to study it. No construction commitment. The rail can be built without the terminal — but the terminal is the whole point for Ipswich
  • PortConnex is a proposal: Not funded, not assessed by ARTC, no government commitment. A $6 billion idea on paper
  • The bottom line: Inland Rail is still happening in the south. Whether Ipswich gets the terminal, the jobs, and the infrastructure upgrades that make it work is now a much bigger question.

What to watch next

  • Federal funding: Watch for any new commitment beyond Parkes. Without that, the Ipswich build stays uncertain.
  • Revised EIS material: This is where the flood and noise detail either stacks up or falls apart
  • EPBC status: Federal approvals still matter, but approval alone would not mean construction is funded
  • Terminal business case: Rail can be planned, but the terminal only happens if the numbers work and governments back it

  • Dual-gauge: Three rails in the one corridor. It lets Inland Rail standard-gauge trains and Queensland’s existing narrow-gauge trains use the same corridor.
  • Crossing loops: Pull-over points on a single-track line so trains heading north and south can pass each other. That’s what the loops at Helidon, Gatton, Laidley and Calvert are for.
  • Intermodal: Where freight swaps between rail and road.
  • EIS: Environmental Impact Statement
  • TEU: Twenty-foot equivalent unit — a standard way of counting shipping containers.
